Housing First Monitoring Report: April-September 2023
The latest figures for Housing First have been published on the Scottish Government’s web site and they provide an overview of the programme to date. The data collected by the Scottish Government captures Housing First tenancies which started between 1 April 2021 and 30 September 2023. It is estimated that a total of 1,646 HF tenancies have been created since the start of the programme, of which 717 remain live. There is not a full breakdown of tenancy sustainment data however it appears from these figures that 56.5% of tenancies have “failed”.
The report also gives a 12 month sustainment figure of 90%, but this excludes deaths which means that this figure can’t be compared with other published sustainment figures. There have been no evictions but it is still
impossible to make any judgement about the effectives of HF in ending homelessness. Three quarters of participants are male and 95% are single, but there are 100 children in HF tenancies, certainly higher than would beexpected, with access arrangements for a further 132.
