Development Value for Money

The Scottish Government requirement to participate in a programme of continuous improvement has two elements, SHN’s DVFM service and a procurement aspect, which is provided by ScotExcel. Scotland’s Housing Network are now collating Development Value for Money Tool (DVfM) returns for new build development projects completed during Q4 of 2023/24. An output report will be produced following on from the deadline. More information is avaialble here.

The procurement aspect is an assessment (known as PCIP) that provides a means of measuring and reporting on the procurement and commercial capability of organisations through the provision of evidence,  based around a series of set questions and other evaluation methods.  The content of the procurement assessment covers leadership and governance, procurement capability, strategic objectives, resources , procurement performance , value for money, controls in place to manage risks, managing contracts and suppliers, spend, contract compliance, systems.  RSLs are required to participate in the PCIP programme every two years.  To find out more information contact iain.murray@scotland-excel.org.uk.
